72 counties. 1,850 municipalities. 1,913 county placements. Every Wisconsin city, incorporated village and town in the Department of Administration’s January 1, 2026 final estimates is organized by its actual Eastern or Western federal judicial district.
Wisconsin has two federal judicial districts under 28 U.S.C. § 130. The Eastern District contains 28 counties; the Western District contains 44. The January 1, 2026 Department of Administration final municipality tables list 1,850 unique cities, villages and towns, with 1,913 county placements because some municipalities cross county boundaries. Use the county directory below to find the relevant federal district, then verify custody, venue and court rules for the particular immigration matter.
This directory reconciles the Wisconsin Department of Administration’s January 1, 2026 final municipality table (1,850 unique municipality records) with its final county-subdivision table (1,913 county-specific entries). Source DOA identifiers preserve the distinction between a city, village and town even when their names match.
For municipalities spanning multiple counties, each government is counted only once in the statewide total but appears under every actual county in the source. The court districts are assigned by the statutory 72-county lists in 28 U.S.C. § 130. The data describe a January 1, 2026 snapshot, not a legal guarantee about later annexations, incorporations or unincorporated localities.

Wisconsin’s Eastern and Western Districts are separate federal courts. Milwaukee, Green Bay and Oshkosh are statutory places where Eastern District court may be held; Madison, Eau Claire, La Crosse, Superior and Wausau are Western District statutory court-holding places. These designations do not mean every listed city contains a continuously staffed courthouse.
A person’s residence, a detainee’s location and the proper place for a federal court filing may differ. An immigration court hearing, a USCIS application, a habeas custody petition and review of a removal order are not interchangeable proceedings. Verify the particular facts before filing.

Matthew G. Steel is a Louisiana attorney admitted to the U.S. District Court for the Western District of Wisconsin. The firm’s principal office remains in Gretna, Louisiana. Certain federal immigration matters can be handled for clients outside the attorney’s licensing state under applicable agency rules.
Nothing in the directory establishes Wisconsin state-bar licensure, additional Wisconsin office locations or admission to the Eastern District. Actual court appearance authority, federal venue and the appropriate legal remedy must be checked for each proceeding.

Yes. The Department of Administration flags multi-county municipalities. The atlas lists the municipality in each applicable county while retaining one unique statewide government identifier.
Not all of them. This atlas represents legally classified Wisconsin city, village and town governments as of January 1, 2026. Smaller unincorporated communities can appear in other geographic records, and this page does not falsely claim to be a certified list of every hamlet.

Steel & Associates, A Professional Law Corporation maintains its principal office in Gretna, Louisiana. This Wisconsin resource concerns U.S. federal immigration law. It does not claim a Wisconsin office, admission to the Wisconsin state bar, or admission to every Wisconsin federal court. Representation requires conflict review, agreement, and the rules of the particular agency or court. A website inquiry does not establish an attorney–client relationship or suspend a filing deadline.
